Israelis and Palestinians negotiating terms for peaceful coexistence face a variety of thorny issues -- but the challenge of sharing scarce natural resources, particularly water, is both acute and underappreciated. Indeed, water is a continuing source of tension between the parties, as major aquifers and surface water straddle the Palestinian Territories and Israel, and water is in scarce supply. And yet, because the need for careful management of shared water resources and sanitation concerns are so undeniable, the issue is also ripe for negotiation of cooperative arrangements -- even in advance of, or in the absence of, a conflict-ending peace agreement.
What might a water arrangement look like in the context of a peace deal? Can cooperation on water sharing be advanced even if conflict-ending negotiations fail?
To discuss how conflict or cooperation over water resources could shape efforts at Israeli-Palestinian peace, the Saban Center and EcoPeace-Friends of the Earth Middle East (FoEME) will convene a special discussion on Tuesday, October 1st with
H.E. Dr. Shaddad Attili, Minister of Water for the Palestinian National Authority
and
Ambassador (ret.) Oded Eran, Senior Research Fellow, Institute of National Security Studies, Tel Aviv
The Israeli-Jordanian-Palestinian leadership team of EcoPeace-Friends of the Earth Middle East will also take part in the discussion. Tamara Cofman Wittes, director of the Saban Center, will moderate.
The event will be held in the Saul Room on the first floor of the Brookings Institution at 1775 Massachusetts Avenue, N.W. in Washington, D.C. on Tuesday, October 1 from 2:00 – 3:30 p.m.
